Project TitlePort Salerno New Monrovia Septic to Sewer Project
Please select all grant programs for which you seek to apply and are eligible:Water Quality Improvement Grant
Project DescriptionMartin County BOCC has adopted a 10-year septic-to-sewer program to eliminate septic systems in prioritized communities based on nutrient impact on the Indian River Lagoon (IRL) and St Lucie River (SLR) and Estuary. The Port Salerno/New Monrovia project will provide vacuum sewer service to 952 parcels, eliminate septic tanks, and improve water quality in BMAP area waterways by eliminating nutrient contributions.
Please describe how the project will address the sources of nutrients or other pollutants and/or how this project is effective and necessary for restoring water quality.This project will improve and water quality by providing sewer service to 952 residential units and eliminating septic tanks. Septic tanks in close proximity to surface waters contribute to elevated concentrations of total nitrogen and total phosphorous. This project will effectively contribute to restoring water quality in the IRL and SLR and Estuary.

What is the targeted waterbody for this project? (Can include downstream waters.)IRL and SLR and Estuary
Is the project benefiting a waterbody not attaining nutrient or nutrient-related water quality standards, including an area with a total maximum daily load (TMDL)?
Yes
What is the name of the waterbody not attaining standards that this project benefits?
IRL and SLR and Estuary
Is this project located within a basin management action plan (BMAP) area or a reasonable assurance plan area adopted by final order (RAP)?YesWhat BMAP or RAP area is the project located in? - St. Lucie River and Estuary Basin - TN/TP/BOD
Is the project identified in the BMAP Statewide Annual Report?
Yes
Please enter the name of the project as it appears in the BMAP Statewide Annual Report.
MC-46:Septic to Central Sewer Conversions
Is the proposed grant project for the completion of the entire BMAP project listed above or a phase or portion thereof?
Phase or portion of a project
Please explain what phase this project will be, what phases have been completed, and what phases remain to be completed for this listed BMAP project. Do not include other phases that are separately included in the BMAP Statewide Annual Report.
Martin County BOCC has adopted a 10-year Septic-to-Sewer Elimination Program that ranks communities with the greatest impact on the IRL and the SLR and Estuary for vacuum and grinder sewer connection. This project phase is specific to the Port Salerno/New Monrovia communities.
Is this project located within a Rural Area of Opportunity?
No
Project Benefits
Project BenefitsThe project will enhance water quality in the SLE and IRL by eliminating nutrient loading from septic systems at an estimated rate of 9 pounds of TN and 0.83 pounds of TP per person per year, respectively, for 813 developed parcels.

If the project has benefits beyond water quality and/or water quantity, please explain.
Increased wastewater flow will be converted to reuse quality water water for irrigation.
Please provide a description of how the above benefits were calculated, including the name of the model or tool used, if applicable. For septic to sewer projects, please use the OSTDS calculations for BMAPS.
ArcNLET modelling is in progress.

Funding Requests
Is this a new project or a new phase of an existing project?
New Project
Does this project have a multi-year project implementation schedule with previous state funds committed to the project, or to a phase of this project?
Yes
Please provide the previous DEP grant agreement number(s) associated with this project
:LPA0187
State grant amount awarded previously:$ 500,000.00Please outline the multi-year implementation schedule detailing any previously state funded phases of the project, the phase currently being requested with this project proposal, future phases of the project, including the projected timeline for full implementation of the completed project:
The implementation schedule for this single-phase vacuum sewer project serving Port Salerno-New Monrovia is approximately three years.
Anticipated grant funds needed
$ 12,500,000.00
Local funds and/or match commitment
$ 8,340,777.00
Does the grant amount requested include costs for preconstruction activities? (Design, permitting, surveys, etc.)
No
Total project cost
$ 22,330,321.00
Cost EffectivenessVacuum sewer installation is the most efficient and cost-effective sewer system based on the size of the community (952 parcels). Connection to the central sewer system eliminates nutrients and other pollutants from septic systems. This funding request includes project construction costs for a vacuum-assisted gravity sewer collection system, a vacuum pump building, and CEI services. However, this does not include pre-construction activities at $1,489,544.00.
